Drawing Confusion

While building our tall towers we hit a confusing block.

In one drawing the PVC is aligned as:

whereas another one is:
. .

basically, top one is 4 seperate pvc tubes for each tower (16 total), second is a central 4 tubes with two outer tubes for each (

The field layout is incorrect. There should only be 12 PVC pipes not 16.
