Technically speaking I cannot endorse such a profound statement without the facts to back it up. I have a hack for the original Sid Meyers Civilization that will give full nuclear weapons in 2 turns. Your simulated civilization can't: read, write or bang metal into shape but they can destroy all life in the simulation.
