Are teams required to Android Kitkat, or is Marshmallo an option?

<RS03> Allowed Android Operating Systems - The only allowed operating systems for the Robot Controller and Driver Station Android devices are:
a. ZTE Speed: 4.4 or higher (Kit Kat)
b. All other Android Devices: 6.0 or higher (Marshmallow)
