I was wondering... will there be any live webcasts for the regional events? And if so, is there any good way to record them?

For recording, try Streambox VCR (http://www.afterdawn.com/software/audio_software/audio_tools/streambox_vcr.cfm), which allows you to record live streams. The program is no longer officially supported, but there is a large user community that creates updates to support newer servers (such as Real's Helix server).
