Can we take a tape measure to measure the exact placement of our robot in the begining?

they haven't said, but my guess would be no.... besides, its smart to guesstimate a starting position and make a program that doesn't need it to be exact
(or train someone to be able to measure in their head :] )
A little work will get you very far in life...

I'm not going to tell you here so you can do something to get your answer.
