were we supposed to recieve a bag of the plastic tape and mounting brackets for the window lift motors like we have in the past?

Probably not, we didn't get them either. Once again, FIRST is making us abandon our 'ready' designs and develop new ones... Good! :D

This was addressed many a times in the Q&A yahoo forum. The general response from FIRST is that the motor is actually acutely defferent this year and that the track isn't going to be provided. And I agree, darn them darn them, darn them. PLENTY of things that I want to use that track for.
