I think it was 250 for post-a-holic status back with vb2, but we also had a problem with people doing useless posts upping their post counts. Since we can see our post counts now and it doesn't seem like that is going to change (as the reputation system uses post counts, and many would like to know why some people have more reputation or whatever. I'm still against it) titles are just kinda a side note, and instead of worrying about the dumb posts im assuming that he just gave everyone acess to it. *sigh* such is life.

Custom titles... green dots... number of posts. Come on people!
I think people somewhat weigh of the reputation dots and the number of posts, but most importantly, it's the strength and justification of points, a history of good contributions that earn you respect around here. There's a lot of people who have been here a lot longer than me and know a whole lot more... fortunately, respect and reputation isn't dictated by green dots, number of posts, or custom titles.
I have faith that those who know what's going on are well respected, with or without titles, dots or 1,000 posts. While I know many have, you don't have to "work hard" to get 250 posts. Couldn't someone sit replying to This or That, Word Association, or or other (albeit fun :)) NONSENSE threads for a week and get their number of posts high?
I think the current system of reputation is better at gauging true quality of contribution, since it's voting by your peers.
Just my two cents.

If i remember correctly
1) it was 150 posts
2) any posts in the "Chit Chat" forum didnt count towards that number.
3) Brandon still had to approve giving a member a custom title once their post count was high enough

in vB3 it is given to anybody. It was misconfigured when I first upgraded, and rather than change it back I just left it. Down the line, there will probably be other goodies to get based on reputation.
