how to create custom interface

i've noticed that the operator interface has 4 ports, and the interface guide seems to suggest that you could use two fo them for joysticks then use the other two to create a custom interface system... how do you go about creating one of these?

how do you connect to the operator interface?
how do you program them?
etc...
