That depends on your definition of 'land'.

Luna 2's planned landing was just to hit the surface.
Luna 3 actually soft landed in 1966.

I got Luna 9. Lunokhod 1 was also Luna 17, so that's out. And I said successful, so Luna 2 is out (it crashed), and Luna 3 never landed (it orbited very closely, but didn't land). 4, 5, 6, 7, & 8 all either missed or crashed. The first craft to land on another rock would be Luna 9.
