I will push my mouse to the top of the page and click on the FIRST website, get the 'at the events' section of the manual, and cut and paste it here for you
but I charge $50 an hour, with a 4 hour minimum.
Do you want to put that on Visa or Mastercard? :D
That is correct there is no sound makers. If you would like to check it out here is the link to at the events @ US first docs (http://www2.usfirst.org/2004comp/10-AttheEvents.pdf) It is in section 10.7
Unlike most i like the idea though. It is very distracting as a driver with all of the extra noise

I thought this was just for the pits, and that noisemakers in the stands were perfectly legal, and otherwise encouraged. Am I wrong about this?

To second the statement, under Sec. 10.11 "SITE Restrictions" it says "Do not use noisy devices, such as floor stompers, whistles, or air horns." Which implies that the rules is, indeed, for the entire regional site.
That being said, the rules don't prohibit you from bringing signs, flags, or banners. They just ask that you don't use them to save seats and only hang them in your pit.
Also, I'll ask personally that you think about people that might be sitting in stands behind you.
So in closing, bring lots of sore throat drops and don't plan on giving any speeches the week after a competition.
