it says in the rules that we can keep the controlls (operator interface, joystics, etc). Does that also mean that we may keep the ROBOT CONTROLLER?

you can keep anything and everything even remotely electronics related.
You may keep the robot controller. You may not keep anything "even remotely electronics related."
