are we. since we are using flags instead of rotating lights or LED, use LEDs for a 100% decorative purpose on our robot?
if yes, can we use another battery other than the 12v one for ONLY the LEDs?
if no, may we use a spike relay to power our DECORATIVE LEDs?

The LED's will be a problem in that any decoration must use the onboard battery and must not conflict with the colors used for the competition. Since the LED's are red and blue they will conflict with the color you are for some matches, and thus cannot be used. Also the LED's are lights not available to all teams locally and thus would be illegal.

Also, lights cannot be distracting to the other teams. So STROBE lights are out!
