Does anyone know of a cheap (price wise) speed controller (other than a HV Victor) that can take 36-48V?

This will handle 36V. It is basically 2 speed controls in one. http://www.robotcombat.com/marketplace_robowars.html

Question:
What is this for? there are some speed controllers (like the ones used in model airplanes) that can take something like 40-60 amps, but they can only go one way. Is this for, say, a remote controlled car, or something similar? or is it for something where backward capablility is not required?

I was thinking for a remote control car type machine, but I actually got enough victors to keep me busy for a while.
