This is not official but I believe you are restricted to any quantity of the cylinders offered on the "3 for free" order form/web page (http://www.bimba.com/techctr/first_free_frm.htm).

Congratulations! You are the 100th person to ask if a certain kind of cylinder is legal or not! You win a... uhh... well just search in the future.
The rule is simple, if you can't get it on the Pneumatics Order Form included in the kit (and available on the FIRST website) it isn't legal. There are no rod-less cylinders on that form, so no.
