why not just you and ordinary optical encoder that wil fit over the shaft?

I'd need to know more specifications to actually find a specific supplier for you. However, I highly recommend GlobalSpec (http://www.globalspec.com) as a place to find manufacturers and to source parts. Register with them, then search for "incremental rotary encoders". Click on "Rotary Encoders, Incremental" and then you'll have a list of suppliers. the toolbar on the left lets you define specifications to narrow things down. Hollow shaft is under "Features"
