YES, and it's frequently more practical than obtaining copyright permissions.

How would you go about composing your own music? Using a program, or what?

you record it then play it in background.

is there any way to do it with a program? like synthetical instruments?

The easiest way to create music is through Sony's program Acid. It's a program where you insert sound loops to create your own music. More information can be found here (http://www.acidplanet.com/tools/?p=acid&T=8988) on Acidplanet.com. Acid Xpress is the free version. Sample loops for Acid can be found throughout the boxed packages here. (http://mediasoftware.sonypictures.com/loop_libraries/default.asp?cid=20)

Remember that using copyrighted music without the artist's permission is not allowed and will cause your animation to be disqualified.

there are programs out there to do midi tracks. We did that last year and used a program called Finale. I think if you want to do some techno music you could use a program like Acid.

If you have access to mac's Garage Band is a really good program for creating midi files for.

Oh hey. Thanks Phil. We're doing a guitar/synth combo. Those loopers might come in handy later though.

BTW, Garageband is not midi. Its a wave based looper.

You could also check out FruityLoops. It has synth and drums in it. It's excellent for techno sort of stuff. :)

Links:
Official Website (http://www.flstudio.com)
Demo download (http://www.tucows.com/preview/209204.html)

The demo won't let you save to FruityLoops files, but you can export a WAV or MP3 file (this means you better get the loop the way you want it the first time!).

The above mentioned ACID is an excellent program. I've used it since ACID 2.0 and I love it. You might want to check out this website (http://www.flashkit.com/loops) for some great loops to use.

Good luck! :)
