can we have stored air in a tank at the beginning?

Yes you may have the tanks pressurized all ready at the start of match. Some teams that only use pneumatics for one thing like shifting a transmission will fill their accumulators prior to a match and not have a compressor on board.

As dez said, sure thing, you can have them pressurized at the beginning.
