I'm curious. Is this a summer program or during normal workdays year long? I'm extremely interested and would like to know if it is possible to give more information.

It reads very much like a longterm job.

This is a professional career position targeted toward a long term hire. They are looking for someone at least 25 years old with eperience in programmatic development, to define how ASCE will participate at an organization-to-organization level with educational programs (like FIRST). Also, notice the "preparing grant proposals and reports" line. ASCE, NSF, NSTA, NATE, DoE grant development is not for the faint of heart. This is not a summer job activity.
