Segways are rented in a surprising number of cities now.
I know San Francisco has multiple renters, and I saw at least one when I was up on the Nevada side of Lake Tahoe this summer.

A place in Santa Monica, California rents them to ride near the beach, and there are rides in the mall (10 mins for $6) in Burbank, CA.
In Washington DC there are at least two places that operate "Segway tours of DC." It is a lot of fun to see them wandering around the city. Everyone that goes on the tours is given a quick riders course, and is required to wear a helmet. The Segways are painted pink and they all follow each other in a line, with the tour guide in front. It is like watching a little row of ducks wandering down the street! They are legal to use anywhere in the city, except on properties operated by the National Park Service - which is most of the Mall area where all the monuments are located.

Yep, and Atlanta has a Segway tour as well.... I never noticed any while we were there during competition, but on my trip down there a few weeks ago they were all over downtown. Kinda funny, like baby ducks following their mom....We actually walked past their tour office, and it's this big open space with a couple Segways out in the open.
Edit - I didn't see Dave's comment about ducks before I wrote mine!

These guys were actually at the VA State Fair last year. They were giving rides for $5 a pop, and well, as a Segway freak, I couldn't pass it up! It was a fun little obstical course. When I go back to DC I'm deffinatly going to do this!
Also, I have their business card in my wallet to this day. :)
A place in Chattanooga was doing tours a couple weeks after '04 nationals. I don't know if they are still around.
I think there are over 30 Segway HT rental outfits nation wide.
