I know that the flag and PVC pole it is attached to does not have to fit into the box, and we therefor are allowed to take it off for that part of inspection. Does it also have to follow to the weight requirement of 125lbs, or is it also allowed to remain off for weigh in?

The flag and pole is not part of the weight or height.
However, at inspection you will need to demonstrate where the pole will be and how it is attached.
