Is there a manual anywhere that tells you how to wire up the power supply to the Vision Target.

The white wires out to the cold cathodes plug into the wider ports on the cathode transformers. The red and black wires plug into the smaller ports on the transformers. Then connect the red and black wries to a 12 Volt power supply. The red wire is +12V and black is ground. Either find a 12V AC-DC converter around your house, or alternatively use an old PC power supply. On a PC power supply, the yellow wire goes to the red wire on your cathode transformer, and the black wire goes to the black wire. You can hot-wire the power supply by putting a bit of wire between the green wire on the giant connector to any of the black wires.
Note: This advice is from someone who was bright enough to produce a 5V to ground short through his team's CMUCam by being clever with a PC power supply.

Or, if you don't feel like messing with a power supply (or don't have one), you can just hook it up to one of the 12 volt robot batteries.
That's what we did anyway, on a long cord with a switch by the anderson connector.
