Where in the LabVIEW directory should these files be extracted to?

Nowhere in the LabVIEW directory. Just extract them to a place of your choosing, there is no need to clutter your LabVIEW directory with these apps - I recommend a "LabVIEW_Apps" directory inside of "C:\".
