Can we use stepper motors on robot??

No, you may only use motors from the kit with two exceptions.
A.)<R43> allows the use of 2 additional small CIM motors
B.) The number of HITEC servos is unlimited.

No other motors are allowed in FIRST competition.

what about the motors in the fan??

Muffin fans and the compressor are governed by different rules and cannot be altered.
I.E. you can't take a motor out of the the compressor to use for something else.
