I think they are trying to make sure your board fits on the shelf. I don't think that they intended to rule that it MUST be 69" by 12"
But, I don't have the chapter and verse in front of me. Anybody?
If there is not a clear rule it would be a good question for the Q&A site.

I'm certain I won't be the first to post this, I sat linked to this page for 45 minutes before actually posting.
Here is the rule.
<R73> The Operator Interface Console designed by your team must fit on the 69” wide by 12” deep shelf in the
Alliance Station.
My interpretation, it must be equal to or smaller than 69X12 inches.
I see Joe beat me to it.
<R73> The Operator Interface Console designed by your team must fit on the 69” wide by 12” deep shelf in the Alliance Station. Nothing about how tall it can be, though. And this is the only OI size rule in Section 5.

but if you make it too high you'll need some tall drivers.. dont forgte its on a shelf. btw the radio should not be permanently attached to the board correct?

Correct. The field has its own radios, which the Competition port automatically sends messages to. You won't need your radio at the field.
