IFI has stopped selling 2006 robot controllers. Ours is non-functional. We are hoping to attend a few off-season events.

Can you elaborate on why it's non-functional? Did something happen? Contact IFI, they can probably get it repaired for less than it'll cost you to get a new one.

You might want to consider asking another team close by if you can borrow their RC for whatever off-season you plan to attend. This could keep costs low for you if you can't repair the one you already have. Best of luck to you.
