I just found out that GNU maintains a native Win32 port (not using MinGW or Cygwin) of its Make. It is up-to-date and stable. :D
The home page is http://www.gnu.org/software/make/. I've already compiled it and I'm working on a NSIS script and help file for it.
This version may be used in lieu of Cygwin to compile code in Eclipse.
