Are the AndyMark 2-speed transmissions considered a complete "pre-packaged solution" to a major robot function (p. 16 of section 8)?

I'm wondering the same thing. We were thinking of using these but it seems that they may no longer be allowed.

No. If you bought them with motors, chains, wheels assembled in a frame ready to go then you would have trouble.

We love the AM 2-speeds.

If the item provides general functionality that can be utilized in any of several possible configurations or applications, then it is acceptable (as the teams will still have to design their particular application of the item). However, COTS items that provide a complete “pre-packaged” solution for a major ROBOT function (e.g. a complete manipulator assembly, pre-built pneumatics circuit, or full mobility system) that require no effort other than just bolting it on to the ROBOT are against the intent of the competition, and will not be permitted. As I read this, the AM Shifter (linked above) satisfies the intent of the rule, because it is not, by itself, a solution for a major ROBOT function. If you buy it you still have to think about how to use it -- just bolting one on in place of the kit transmission might not get you the benefit you want.

FIRST wants us to think, not just buy solutions. So my team can't just buy a copy of someone else's robot, or arm, or mobility system. But we can buy a COTS gearbox and decide how to use it in our own solution to the challenge.
