Top spider foot

The rule book says that the top spider leg is 92" off the ground is that to the bottom or top of the spider foot

Neither - it's to the center. Most round objects are dimensioned to their circle centers. Check out the rack assembly drawings - it's got all the dimensions there, including to center of leg and center of foot.
