Assuming those are standard 12" floor tiles underneath, that rim is about 15" across. That can't be particularly light.

kinda reminds me of that wooden machined rim they have been showing at nationals at one of the vendor (?) tables

Clearly they work in a really dangerous area... they have just moved on from riding bikes (you remove the front tire to keep it from getting stolen) to driving cars and they don't want the car to get stolen.
This is the only explanation.

Yes, the rim was a red herring. I literally downloaded the old picture and reposted it.
It was fun to see you all react to it, though.
