That file is included with the LabVIEW CMU Cam Application package. Brian Fischer put together a nice summary of where to get the latest and greatest version of all packages (http://www.chiefdelphi.com/forums/showthread.php?t=52378), and I made it a sticky on the main page. I would recommend going there to get the latest copy of the LabVIEW CMU Cam Application.
