No, due to rule <R 36>, vasoline is a lubricant and is not allowed to "contaminate " the field or the tubes. Lubricants are only allowed to be used to reduce friction inside the robot.

However, it might be ok to clean off your suction cup with a damp cloth prior to your match ;)
