is that red coil for pneumatics? If it is, arent those tubes not allowed?

Yes, it is allowed. The coiled red tubing was in last year's kit.
Prior year FIRST Kit Of Parts pneumatic cylinders, solenoid valves, and pneumatic tubing may be used in addition to those items in the 2007 Kit Of Parts. Their costs must be accounted for explained in Section 8.3.4.3 Additional Parts - Cost Limits and Accounting.

we took precautions to be sure we wouldnt run into illegal problems. we have spare coil tubing that we made on our own.
we have two, one for wires and one for pneumatics. we took a 2 inch diameter pipe and using this year's pneumatic hose we coiled two lengths of the tube around the 2 inch pipe. one of the tubes we pulled 4 wires through. then we put the 2 inch diameter pipe on step blocks and put them in my oven for about 15 to 20 minutes at 350 degrees. after this was done we let it cool. the wire maintains its strength properties, but instead of being straight, its in a neat, 2 inch diameter coil. which is handy for anything that extends or stretches out.

COTS spiral tubing is allowed per <R106>
<R106> The following pneumatics items may be added to the ROBOT:
Additional 1/8 inch diameter pneumatic tubing functionally equivalent to that provided in the Kit Of Parts, with the pressure rating clearly factory-printed on the exterior of the tubing (note: alternate tubing colors are acceptable).
