our team would like to use an 80/20 like extruded aluminum to hold the joysticks, I thought I saw some of this material last year. Is extruded aluminum legal?

Aluminum for the most part is extruded in the fabrication process.
What you are referring to may be the pre-made extrusions that are often sold to make a frame or structure easy to assemble. They have pre drilled holes and fasten together with special clips.
We do not allow this type of extrusions to be used in the robot construction because of cost and availability to all teams.
However, you can use this material to mount your controls as it gives you no competitive advantage - just good looks.
