I heard that supposedly that this year every team will only be able to attend one regional. Is this true?

Absolutely incorrect--you just can't register for a second regional yet.

Consider the 2008 Calendar of Important Deadlines (http://www.usfirst.org/community/frc/content.aspx?id=454), which explicitly mentions multiple events.
