Team Lists Final?

Are the team lists on the FIRST website for each individual regional final?
Ex:https://my.usfirst.org/myarea/index.lasso?page=teamlist&menu=false&event=TX&year=2008

I could not find on the FIRST site any additional information besides the registration deadlines. I apologize if I may have over looked it but could anybody help me?

According to FIRST's FRC registration payment terms (http://www.usfirst.org/community/frc/content.aspx?id=460) teams have about a month to get their money in for events beyond their first regional.

Since many of the regionals show teams pending, I think the lists we can see now are not final.
