<G42> Protection While HURDLING – A ROBOT in the process of HURDLING shall not be
subjected to overt, blatant, or aggressive contact that interferes with the HURDLING
attempt. Each incident will be PENALIZED. Bumping to signal to pass (see Rule <G38>) a
HURDLING ROBOT is permitted if no passing lane is open (see Rule <G43>). Incidental
contact while passing the HURDLING ROBOT or otherwise engaged in normal game play is
permitted.
<G43> IMPEDING With Multiple HURDLERS- If multiple ROBOTS are HURDLING simultaneously
and effectively blocking the width of the TRACK, then opposing ROBOTS may signal to
pass and the HURDLING ROBOT must clear a passing lane within 6 seconds. A PENALTY
will be awarded to the HURDLING ROBOT for each violation.

Personally i think,
you can't intentially knock out the opponents trackball while they are attempting to hurdle it
how bout when they are trying to put the ball on top of the overpass, I would guess some rules apply

Yeah, because that would be considered Hurdling the ball.

The proper answer to this question is YES DEPENDING. You can not overtly knock the ball while hurdling. But sideswiping while passing would be OK.
When NOT in the act of hurdling, you could bash the ball away from the opponent. Knocking an opponents ball out of the ring would be a valid strategy as long as you only did it once during a match.

Based on the update (#2, I think), the Trackball cannot be knocked out while a robot is trying to Hurdle or place it without the knock-outer earning a penalty.
However, there are no rules against this at any other period of the game.
