Is this allowed if its not intended to jam other robots?
Also would a multiplexer be a bad idea for it because it only runs at 100 ms?

I think the rules basically lock you down to four static commands to the robot. So no magic fancy control systems are allowed. I'm not sure what you'd use two-way communication for, but I don't think you can have it.
Send commands to the OI for it's LEDs, get the drivers to relay stuff to the robotcoach. The OI is able to receive information during autonomous.

If you really need to get info to the robocoach, put some big lights on top of the robot.

Check the manual for answers to this and other questions.
SIGNALING DEVICES shall:...not receive any input or feedback directly from the ROBOT (the ROBOCOACH may receive feedback from the ROBOT and use it to control the SIGNALING DEVICE)
Two-way IR communication would violate this rule.
