In the definitions, section 7:

ROBOCOACH: A pre-college student team member designated as the only team member
permitted to provide external stimuli to the ROBOT from either of the two ALLIANCE
ROBOCOACH STATIONS. There is one ROBOCOACH per TEAM.

but the human powered game showed one robot with two robocoaches. Did I miss something?

three robocoaches per alliance.

But, I don't know if you can use two yourself if one team doesn't need one or if you have to use one of their people.

Three robocoaches per alliance. If one team isn't using its robocoach, another team can use the extra- hence a possible two (or three) robocoaches per team.

which implies that you might want to make an extra signaling device for your robot....
