Is it legal for us to set multiple actions to our remotes or is the limit 4? We were thinking of if you hit the button once, it does one thing, if you hit it again it stops whatever its doing, etc.

button 1: fwd, hit, stop, hit, rev, hit stop
button 2: right, hit, stop
button 3: left, hit, stop

What you have looks like a violation to me. (Button 1 is for sure--I'd call a dynamically changing command set.) There is a thread about Robocoach commands on here that goes through all this in detail.

Sadly, it would be a violation of the rules.

<R65> SIGNALING DEVICES shall be designed to communicate signals from the ROBOCOACH to the ROBOT. SIGNALING DEVICES are excluded from Rule <R64>. SIGNALING DEVICES shall:

...

- be able to switch between no more than four states or conditions (i.e. send no more than four messages)

- be operated through only a single input at any given time (e.g. may not be operated by depressing two buttons at one time)

- not use changes in signal states to encode or transmit larger messages (e.g. Morse code)
