Start making the website

So I am starting to make the website, using "Kompozer" and "Notepad ++" I don't know if you guys ever heard of it, but its like Publisher by Microsoft. I wanted to know if I can use Ajax, and am I limited to anything. I didn't see anything about these in the PDF about rules about the website.
