Yes, there are restrictions on using tape. The Manual is your friend. See <R38> for the official and detailed answer.

Since you are asking this in the electrical forum, I am guessing this question is related to electrical. Yes you may use electrical tape as an insulator. All high current conductors must be fully insulated. This includes, but is not limited to, the battery terminals, the main breaker, and the terminals on the fuse panels. Please also note that part of rule R67 recommends
The alligator clips on the battery charger may be replaced with an Anderson PowerPole
quick-disconnect fitting to improve the reliability of the connection to the battery when
charging (this is a recommended modification.)
