I guess that it's two pieces of square aluminum tubing, welded together and anodized.

Looks like a bolt pattern for a globe motor in each of those two holes

Is it part of a brace for your robot arm similar to that of the poofs 2005 robot design? Or 2007 team 4's frame?
We have almost the exact same twin pieces of those on our robot this year.
