Bumpers, rules question

Hello, my team has a problem figuring out what the rule concerning the bumpers means. So we "transform" and our perimeter changes after the game starts(all good) but here we have a problem figuring what the rule about the bumpers wants. Does it mean 2/3 of the starting perimeter or 2/3 of the playing perimeter.:confused:

2/3 of playing perimeter. If you also want 2/3 of starting perimeter, and can get that, more power to you.
