I assume you're refering to Adobe/Macromedia Flash.
I was able to get a copy of Macromedia Studio 8(Flash, Dreamweaver, Fireworks) for $85 through a school discount program. I don't know if there is a similar program avaliable for you, but you should ask people who would know.

I've never used this. I just found it on google but this is supposed to be a Macromedia flash alternative.

You can buy it though Adobe's educational discount for $250 (https://store1.adobe.com/cfusion/store/index.cfm?store=OLS-EDU&nr=1#loc=en_us&view=ols_prod&store=OLS-EDU&category=/Applications/FlashP&distributionOID=103&nr=1) vs. the normal $700.
EDIT: If that link doesn't work, go the www.adobe.com > Store > Other ways to buy > Education stores
