Add some bumps to the lower base and you'll have yourself a Dalek (http://en.wikipedia.org/wiki/Dalek) :D
Oh and you'll need a little cannon too of course!

Very interesting design. Paint it orange and make the bumpers black and you'll have the world's most maneuverable traffic cone.

That's got to be a hassle to get on and off
One has to wonder what's under them though, what's driving this traffic cone, and does it tip?
