Hey, looks like somebody stopped in to manipulators'R'us and got themselves a new hurdling device. The lower jaw is quite intriguing; got a pic of it in an inspection compliant position?

Amazingly enough, said manipulator was attached in Atlanta, although its functionality was pretty much a rumor until now.

I liken this mechanism to a not-anywhere-near-as-polished-but-at-least-some-greater-than-zero-percentage-as-functional homage to Pink/Poofs' creations.

That would be correct!

The blue and white S-3 was sitting right next to the one shown in the picture.
