You can read Chapter 3 (pg. 20 - 26) of the 2009 Control System documentation on FIRST's website (found here (http://www.usfirst.org/community/frc/content.aspx?id=10934))
More specifically, you can find out how to pass power to the analog breakout on page 24 of Chapter 3 (http://www.usfirst.org/uploadedFiles/3-FRC%20Control%20System-Component-Datasheets-Rev-0-5a.pdf).

Where does the analog breakout get plugged into the distribution block.
If you look at the power distribution diagram (found here (http://www.usfirst.org/uploadedFiles/3-FRC%20Control%20System-Component-Datasheets-Rev-0-5a.pdf)), you will find that the analog breakout is connected to the 30A connectors on the power distribution board.
