Problem with Scatter

I need to scatter an object onto another object but I need it so that its always facing at a 90 degree angle from the object with the end on the outside of the object. Scatter wont do that for me

check mark the box, perpendicular to face. Sometimes scatter causes many problems. Sometimes you have to bite the bullet and do it yourself.
