Are we allowed to purchase lawnmower wheels from a lawnmower supply store?

We have suggested several locations including Home Depot, to buy lawnmower wheels or wheels in general. You can purchase them locally as long as they are off the shelf and meet all rules in respect to materials on additional materials list.
