covering for bumpers

I am having trouble making the fabric covering for the bumpers on Inventer.

I tend to just model the bumpers as a solid... extrude a spline of the cross section formed by the fabric and then fillet the ends as appropriate... but you could always do that and then make a shell, I guess.
